pop over to www.designerstalk.com - loads of UK designers hang out there most of whom will do the odd freelance job

Well there getafreelancer.com and http://forums.deviantart.com in the job offers forum if you sign-up and offer the job with specifications im sure you'll get a great designer. They're always getting people to jobs from there. Jobs anywhere from small personal sites that are about 12 GBP to about 1600 GBP. Its mostly done in USD there on the forums but a lot of the designers to come from the UK themselves. I trust them very much. Lots of them have impressive portfolios to look at too.

Default Depends on your needs..

If you really need a kick-ass website then go ahead and spend the money. If you just need a web presence then there are lots of free tools out there.

One that I recommend is http://www.officialsitebuilder.com/ - free, no ads, fast and reliable. Can't find anything wrong with this one but there may be others...

Exactly what kind of website are you looking? Your cause will depend on what you want the page to do for you, i.e. set appointments, track clients, track inventory, POS, except credit cards etc. It can cost you a lot depending on what you want on your site. I myself am doing a web site for a mobile salon. I am loving it.
